In 2025, the Pakistan National Database and Registration Authority (NADRA) revamped the regulations of the CNIC and B-Form Rule (Child Registration Certificates) and Family Registration Certificate (FRCs). New CNIC and B-Form Rule

The CNIC and B-Form Rule has been updated in 2025 to improve identity verification for both adults and children in Pakistan. NADRA now requires biometric data, digital records, and birth registration to issue secure and verifiable identity documents. These changes aim to reduce fraud and make the national database more reliable.

B-Form (Child Registration Certificate) – Key Changes

Biometric Verification by Age Group

According to the latest act passed in January 1, 2025, children that want to submit B-Forms must give biometric data according to their age category:

  • Under 3 years: no biometrics required
  • 3-10 years Photograph, and iris scan (where possible)
  • Age 10-18: Finger print, photo and iris scan is compulsory

The system will be more secure with each child being issued with a personalized B-Form (CRC) by a specific date of validity.

Birth Registration Required

This is because you need to first register the birth of your child with the Union Council. In absence of this, NADRA will not provide a B-Form.

CNIC (Computerized National Identity Card) – 2025 Updates

Biometric Data for CNIC Applicants

New CNIC applicants and renewals are now required to have their biometrics completely verified, through their fingerprints as well as facial photographs.

Teslin CNICs Upgraded

Non-chip CNICs are currently enhanced to Teslin cards:

  • Security features at the level of Smart card
  • Urdu and English information
  • QR codes, not thumbprinting

These cards remain affordable and easier to access for many citizens.

FRC (Family Registration Certificate) – Now Legally Recognized

The FRC has been vested with full legality. Only using it is possible on the basis of the digital records of NADRA. Any manual form or any hand written application is not accepted anymore.

New Family Types Defined

There are now three different types of family to which NADRA considers:

  • Alpha: born:
  • Beta: married
  • Gamma: through adoption

All the family members are to be registered, and even children who are not unlisted and spouses should be registered to avoid future problems.

Corrections & Removals Now Easier

Through the NADRA mobile app, we can now either modify or delete inaccurate records either through the NADRA mobile app or in one of their offices.

CNIC Flexibility for Women

Women are further given a choice to either put the name of their father or that of their husband in their CNIC. This makes the widowed, divorced, or unmarried women all the more flexible.

In order to redress ancient grievances such as rejection of a document, delays, or seizure, NADRA has:

  • Produced verification boards in districts, regions, and headquarters level
  • Made obligatory to take care of these issues during 30 days
